This was privately produced to illustrate color tinting similar in style to the Congreve Patent then in use on the backs of some Obsolete notes. The red, black, and white patterns by E. & C. Starr have a woven appearance, which is interesting, as the note is also known to be printed on cloth. An eagle supports a curved area reading PUBLIC SECURITY CONTEMPLATED. There are different counters in each corner. The obligation uses the language \"promise not to pay....\" to avoid being deceptive with the appearance of an actual currency note.
