The city is divided into 31 neighborhoods, many of which originated in the Kamakura period (1185–1333), when Kamakura was the national capital. From the 13th to the 15th century Kamakura ranked with Nara and Heian (now Kyoto) as an urban centre and as a political and cultural seat. Unlike Nara and Heian, however, Kamakura was developed and administered as a capital by military leaders, namely, the heads of the Minamoto, Hōjō and Ashikaga families. During the 13th century Kamakura was the seat of the shogunate (bakufu) formed by Minamoto no Yoritomo (1147–99) in 1180. In the 14th and 15th centuries, the city flourished as the regional seat of Ashikaga government. Much of its significance lies in its role as a centre for the development of a medieval military high culture, preserved in the numerous Buddhist temples and Shinto shrines, such as the Tsurugaoka Hachimangū (Hachiman Shrine), with which the city is so richly endowed.
