Beside her, to the right, an eagle stands on the upright stars and stripes shield as a wave breaks over it. Cameo head \"5\" counters are to the left and right. The \"5\" blocks in the left corners face upward; those at the right face downward. A \"5\" cameo counter is at left center, and a sailor stands with the flag at the right.
