However, the bottom loop of the C in Congress is still wide open rather than just slightly open, and the left loop of the P in Philadelphia is still closed.  On the back: In the motto above the left vignette, the top of the A in CONCITAT? does not touch the outer circle. The second s in Sellers has shifted, and its base is now high in relation to the preceding r.  Uncirculated counterfeit notes are rarely encountered, making this a condition rarity.
