He looks a bit frantic, twisting his legs, his left hand gripping the arm of the chair and his right hand on the desk top, clutching a pistol.  The other man is standing across the desk, more in the background.  He's holding his hat in his left hand and is resting his right hand on the back of the second chair.  He's looking at the first man, but is expressionless.  The numbers 15-19 are written on the page.
