May 13, 1780 Anderson-Smythe UNL. PCGS Very Fine 35 Apparent.  This is an extremely rare and interesting Virginia Treasurer's Loan Office form. It is either unlisted in Anderson's The Price of Liberty, with its Part II R.M. Smythe Catalogue of debt certificates, or it aligns with the VA-4 listing in that reference that roughly describes the intent of the certificate. This is not a circulating note, but an obligation by an American living in Hanover County to pay, through the loan office as managers, funds to a \"British Subject\" whose property had been \"sequestered\" as authorized by the \"Act of General Assembly passed in the Year 1777,\" entitled \"An Act for sequestering British Property\". The certificates are tangible evidence that once the Revolution was over, the British subjects who had their property borrowed per this act during wartime, would now be entitled to compensation. It was easier for the state government to manage this with deposited funds rather than address lawsuits in the future. This example is printed on laid paper with text enclosed by ornamental borders, and the left side indented. Issued by George Brooke, the treasurer and signed by him at the bottom. The Apparent designation cites \"Tape Repaired Tears near UL Corner.\" This is a fascinating window into Revolutionary War finance and, like so many fiscal forms, worthy of advanced research.
