The most obvious diagnositc of this variety is the heavy die gouge leading from the base of the rock under Liberty's foot down to a denticle. Although the \"spike\" of metal on the upper left ouside loop of the 8 resembles the serif of a 7, it just as easily could be a die chip - there simply isn't enough evident to support it being a previously punched 7. Further, the two loops of another 8 can easily be seen within the loops of the existing 8, as well as more evidence at the outside lower loop of that number, so the ascribed 8/6 theory should be discounted as well.
