This district, walled and moated, opened in 1618. Prostitution elsewhere in the city was illegal, though nevertheless practiced. After the 1657 fire, the Yoshiwara was relocated to a site on the northern edge of the city and rebuilt in the same form as before. Within the walls of the New Yoshiwara (Shin Yoshiwara) the inmates were organized into a strictly regulated hierarchy, like all other groups in society under the Tokugawa regime.
