Penny (born 1849 in Texas; died around July 11, 1912) owned and lived on the twenty-nine acre island that is in the middle of the river, directly in front of the town of Jenner. The Petaluma Argus reported on July 13, 1912, that Wilson Penny drowned in the Russian River while fishing near Duncans Mills, likely due to falling in while drunk. Richard Penny was arrested the for using a seine net in violation of state fish and game laws; he was sentenced for contempt of court in January 1913 for appearing for his arraignment while drunk. The Petaluma Daily Courier reported that the trial was continued in March 1913. When Richard Penny later became ill, he stated that he wished to live the rest of his life on the island and to be buried there. Joe Santos had come from Guam, married a local Pomo woman, built a house near the river mouth on Goat Rock beach, and started a family.  Joe Santos agreed to carry out Penny’s wishes, and in return the island was deeded to him. Joe then built a house on the island, where the Santos family grew fruits and vegetables, raised dairy cattle, and sold their produce to the townsfolk of Jenner and Monte Rio.  The Santos family lived on Penny Island until 1948. The island was acquired by the State of California Department of Parks and Recreation in 1975 as part of Sonoma Coast State Beach (now Sonoma Coast State Park).
