The April 9, 1902 edition of the Burlington Gazette revealed thatConstable Armstrong is on the warpath after young men who congregate on street corners and in front of business places every evening. He is determined to put a stop to this practice and if the young men will not discontinue willingly, he has decided to make an example of some of the worst offenders. One week later, the newspaper Documented evidence of Armstrong role as works commissioner: sidewalk repairs and fixed up streets. Armstrong performed the dual function and looked after the jail for a $600 annual salary.
