Smith: city's first mayor In 1873, the hamlets of Wellington Square and Port Nelson joined together to form the village of Burlington. Local issues were handled then by a reeve. By 1914, the community had grown to a population of 2,150 and the following year the newly-designated town elected its first mayor, Maxwell Charles Smith. Smith was well-known in town, having served as its reeve since 1908. However, his popularity extended beyond his political activities. Partnering with his father in the fruit business Burlington was famous for, Smith saw additional business opportunities acting as a fruit broker. Not stopping there, he recognized the need for good quality fruit to sell so he started the Niagara Brand Spray Company in Freeman. This company manufactured sulfur and other chemicals to spray fruit orchards. Smith's interests were also in the transportation sector ÔÇö as the first car owner in Burlington, passersby watched in amazement as he drove his red, single-engine Rambler down Brant Street at the breath-taking speed of 20 miles per hour in 1902. Province of Ontario Automobile License #188 was assigned to him. As a leader in personal transportation, he also is credited with the idea of white lane markings: a suggestion he made during construction of the Toronto-to-Hamilton highway in 1914. Smith Avenue, which ran through the family property, is a legacy to his automobile interest. His Documented wheeling and dealing as reeve to ensure the development of the waterworks for Burlington went ahead, and his push to have the federal government pay for the breaker wall along the lakeshore seemed to wane during his mayoralty years. Perhaps it was the increased responsibilities of a growing community that brought greater propriety to the office. Or maybe it was the reality of the world he lived in. He was the first mayor of Burlington to send young men off to war: some never returning. Whatever the case, his record while in office was uneventful.
