The copies with the title Document TO BURLINGTON CITY COUNCIL FROM MAYOR TASK FORCE ON WASTE MANAGEMENT, have different dates: Sept. 30, 1977 and Sept.28, 1977. The earlier one may be a draft as it is not fixed into the binder and has not been entered into the data base.
