He studied at the Portland Museum of Art School and the University of Oregon before completing a BFA at Yale University in 1924. Ballator worked as an artist in the New Deal: Section of Fine Arts, completing wall murals for the Post Office in St. Johns, Oregon, 1935 and the Department of Justice Building in Washington, D.C., 1937.
