Paul Waldschmidt, C.S.C., began a discussion about transferring the legal and financial responsibility of the University from the Congregation of Holy Cross to a Board of Regents. It was clear that Holy Cross could not continue to commit major portions of its resources to its institutions of higher learning without detriment to its mission in parishes, chaplaincies and overseas commitments. The move to establish each school it owned as a self-sufficient institution was agreed to and implemented in 1967. In a deed and trust agreement, all assets and obligations of the University of Portland were transferred to a twenty-five member Board of Regents, the great majority of whom were laymen.
