State Archives of North Carolina"},{"label":"Language","value":["English"]},{"label":"Description","value":"The State Board of Refrigeration Examiners was established by the 1955 General Assembly for the purpose of protecting the public health, comfort, and safety.  Under provisions of the board's enabling act, any person or firm engaged in a refrigeration contracting business was required to apply to the board, sit for an examination, and obtain approval for a license.  The board was granted the following powers and duties:  to establish rules and regulations and set a standard of professional efficiency and technical knowledge; to administer an appropriate examination in terms of the established standard; to revoke or suspend the license of any contractor found guilty of fraud,  negligence, or incompetence; and to employ requisite support personnel.  The State Board of Refrigeration Examiners consisted of seven  gubernatorial appointees who served staggered terms set by the governor. The board included two licensed refrigeration contractors; one  manufacturer of refrigeration equipment; one wholesaler of refrigeration equipment; and one member each from the following agencies and institutions:  the State Board of Health; the Engineering School of the Greater [Consolidated] University of North Carolina; and the Division of Public Health of the Greater [Consolidated] University of North Carolina.  In an effort to review state licensing boards and other programs, the General Assembly of 1977 established the Governmental Evaluation Commission, also known as the Sunset Commission.  The State Board of Refrigeration Examiners was called for review and allowed to continue after reforming legislation was enacted in 1979.  In re-creating the State Board of Refrigeration Examiners, the  legislature altered its composition to include two public members with no ties to the construction industry--a business with connections to the refrigeration industry.  This legislation maintained the board at seven members by eliminating a representative from the Board of Public Health and by stipulating that there be either a wholesaler or manufacturer of refrigeration equipment--and not one of each.  The act also established seven-year staggered terms of office.  The board was granted the  following additional powers and duties:  to adopt and publish guidelines governing the suspension and revocation of licenses; to establish and  maintain detailed records of complaints and actions taken against licensees; to apply to the superior court for a restraining order and injunctive relief when any person or firm violated the board's rules and regulations; and to implement an educational program to inform the public of the board's purpose and function.  In 1988 the General Assembly charged the State Board of Refrigeration Examiners with prescribing and upholding a minimum standard of  work-related experience in the granting of licenses.
