He grew up along with his three siblings on a tobacco farm in Hightowers, N.C. He graduated from high school in Prospect Hill, N.C., in 1961. Joseph Carter married Mary Charlotte George on April 28, 1961, in Caswell County, N.C., and moved to Yanceyville, N.C., to work for Thomas Oil Company the same year. In 1966, he began working as an electrician. Carter was working in Georgia when he was drafted into active military service for the Vietnam War. He was inducted into the U.S. Army on May 3, 1967. Carter completed basic training at Fort Bragg, N.C.; he would complete Advanced Individual Training at Fort Jackson in Columbia, S.C. Upon the completion of his training, Carter received orders for duty in Vietnam, leaving the United States from Oakland Army Base, California, in 1967. Upon his arrival in Saigon, South Vietnam, Carter was sent to Chu Lai Air Base, where he was assigned to the 196th Light Infantry Brigade. Carter's unit served as a divisional support unit to the 23rd Infantry Division (Americal), and suffered heavy casualties during the Battle of Khâm ??c in May 1968. In mid-1968, Carter was wounded during combat, initially airlifted to Chu Lai Air Base before being moved later to Japan for medical treatment. He would spend time recuperating at Walter Reed Army Medical Center, then Womack Army Hospital at Fort Bragg. After three months in military hospitals, Carter finished his tour of duty as an instructor at Fort Jackson. He was discharged from the U.S. Army on May 2, 1969, having reached the rank of E-5 during his military career. Carter received the Bronze Star Medal and the Purple Heart for his service in Vietnam. After his military service, Carter worked as an electrician for 36 years.
