State Archives of North Carolina"},{"label":"Language","value":["English"]},{"label":"Description","value":"The first Board of Dental Examiners was created by the General Assembly of 1879.  As an independent body responsible to the North Carolina Dental Society, the board was charged with protecting the public from quackery by imposing penalties on those in violation of its rules.  The law required that all practitioners either have diplomas from reputable institutions, or be examined and certified by the board.  Composed of six members, the board was elected for staggered terms at the Dental Society's annual meeting. By a legislative act of 1915, board members were required to receive commissions from the governor and made responsible to both the governor and the society.  The act strengthened powers of the board while allowing an appeals process for those charged with violations.  The board was referred to thereafter as the North Carolina State Board of Dental Examiners.   An act of 1929 approved the licensing of mouth hygienists to  practice only in public institutions and the public schools.  The hygienist was to be of good moral character, have a Grade A teacher's certificate, be a graduate of an approved school for technical  training in Mouth Hygiene, and have passed an examination by the State Board of Dental Examiners.  The board was to approve the schools  for such training.  Hygienists were allowed to examine the mouth, clean teeth, make charts and records, teach mouth hygiene, and recommend  mouthwashes. The 1935 General Assembly vested the State Board of Dental Examiners as an agency of the state with full authority to enact rules and  regulations.  All practicing dentists and hygienists were required to  be licensed by the board.  That legislative action also set board  members' terms at three years and continued the election procedures established earlier. Legislation in later decades increased the board's power to establish and enforce a uniform, minimum level of competency among its licensees. In 1945 the Dental Hygiene Act repealed the 1929 act and extended the the powers of the board to issue, renew, and suspend licenses of  dental hygienists, who no longer needed a teacher's certificate and who could practice in a dentist's office or in a properly supervised clinic.  Other changes during the period concerned the board's  composition and its manner of electing its members.  In 1961 the board was authorized to conduct elections with voting open to all licensed dentists residing in the state. In an effort to reform state regulatory agencies, the General Assembly of 1977 established the Governmental Evaluation Commission, also known as the Sunset Commission.  The Board of Dental Examiners was one of many agencies called up for review.  The commission concluded that while the board should be continued, it should make certain changes.  In response  to the commission's recommendations, the General Assembly of 1979 expanded the board to include one dental hygienist, elected by the  licensed dental hygienists in North Carolina, and one lay citizen to represent the public at large, appointed by the governor.
