State Archives of North Carolina"},{"label":"Language","value":["English"]},{"label":"Description","value":"The North Carolina State Board of Examiners for Nursing Home Administrators was established by the General Assembly of 1969. The major purpose of the board was to set standards for the  profession and to develop appropriate rules and regulations.  The board was also charged with administering examinations and conducting investigations to insure adherence to standards and requirements.  Additionally, the board was authorized to create an advisory council to aid in the administration of what was to be known as the Nursing Home Administrator Act.  Composed of six members, the board was to include five members appointed by the governor from listings of various health care professionals.  Two were to be active administrators of nursing homes; one was to be an active member of a non-profit nursing home; one was to be a practicing licensed physician; and one was to be professionally involved in health care training or administration.  The sixth member was to be the state health director, or the director's designee, who would serve as secretary and have no vote.  After terms of the initial board were completed, each member served a three-year tenure and was limited to two consecutive terms.  The General Assembly of 1973 made several changes to the board's composition and increased its membership to eight.  The secretary of the Department of Human Resources replaced the state health director as ex officio secretary of the board.  Selection criteria now  stipulated that three of the members be licensed nursing home administrators; representatives of one profession or institutional category could not comprise a majority; and the noninstitutional  members could have no direct financial interest in nursing homes.  New appointees again served staggered first terms.  Thereafter, tenures were for three years.  In 1977 the board was one of many agencies targeted for review by the Governmental Evaluation Commission, also known as the Sunset Commission.  Review of the board was continued in 1981 when the  commission was replaced by a legislative committee on agency review. That committee was given until mid-1982 to make recommendations, if any, regarding each agency under review.  The legislature of 1981, in the meantime, made several changes to the board's composition and duties.  The position of an ex officio non- voting member was eliminated.  Now all seven members were required to represent professions and institutions concerned with the care of the elderly ill or infirm.  Of these, four were to be public, noninstitu- tional members with no direct financial interest in nursing homes.  The board was empowered to certify and admnininister courses in continuing education for license renewal.  Under legislation passed in 1983 every licensee was required to renew a license biennially by completing continuing education courses as prescribed by the board.
