He was raised in Wayne County, N.C. Jones attended Atlantic Christian College (now Barton College) in Wilson, N.C., where he participated in the college's Reserve Officers' Training Corps (ROTC) program. Jones enlisted in the U.S. Army in August 1965.  Jones was inducted into the U.S. Army at Fort Jackson in Columbia, S.C., and was sent to Fort Gordon in Augusta, Georgia, for basic training. After basic training, Jones completed his Advanced Individual Training at an unidentified U.S. Army base; then Officer Candidate School (OCS) at Fort Sill, Oklahoma. He graduated from OCS on July 11, 1967, and was assigned to Fort Bragg, N.C.  Jones deployed to Vietnam during the Vietnam War in early 1968, arriving through Da Nang Air Base in Da Nang, South Vietnam. He served with the Sound Platoon, Battery F, 26th Field Artillery Regiment, and later the A Platoon, Battalion G, 29th Artillery Regiment units based out of ?ông Hà Combat Base. In the final months of his tour, Jones was transferred to an Anti-Aircraft Searchlight unit near Hu?. He returned to the United States in the spring of 1969. After his tour in Vietnam, Jones was selected for aviation training at Fort Stewart, Georgia. However, due to the U.S. military scaling back their training programs in the late 1960s, Jones was cut from the program after eight months. He was stationed at Fort Hood, Texas, from 1969 until he left active service in the U.S. Army in July 1970.  Following his active service, Jones used the G.I. Bill to return to Atlantic Christian College, receiving a bachelor;s degree in Business Administration in 1973. Hugh Jones married Mary Anne Joyner on September 8, 1973, and moved to Raleigh, N.C., the same year. He worked as a sales representative for Colonial Life and Accident Insurance Company in Raleigh. Jones served in the U.S. Army Reserves from 1972 to 1988, having reached the rank of Lieutenant Colonel during his military career.
