The ordinance was effective June 12, 1955. Mrs. Sermon, together with Mrs.Joye Jordan, Mrs. James Cordon, Mr. F. Carter Williams, and Mr. Herb O'Keefe were members of the first commission. Mrs. Sermon continued to serve on the commission until 1968. The collection, dating from 1954 to 1977, includes minutes and reports of the Andrew Johnson Memorial Commission, correspondence concerning the commission and Andrew Johnson, newspaper clippings concerning the commission and Andrew Johnson and Harry S. Truman's visit to Raleigh, post cards and printed items. The background for the formation of the commission can be traced years before the passage of the city ordinance. In 1947, a group of citizens of Raleigh, headed by the late Dr. Christopher Crittenden, requested funds from the city to open the Andrew Johnson birthplace on a regular basis. The little two-story house in which Johnson was born had been moved from Fayetteville Street to Cabarrus Street. In 1904, it was purchased by the Wake County Committee of the Colonial Dames who presented it to the City of Raleigh. It was moved to Pullen Park in 1904 in West Raleigh, and in 1938 was moved to a location closer to Hillsborough Street. Before World War II the house had been kept open by a WPA worker, but after 1942 it was open for visitation on special occasions. In early 1948, the American Legion Women's Auxiliary began to raise funds for the house and after the City of Raleigh appropriated money in July, 1948, the house was opened on a regular basis October 3, 1948. In 1973, the Andrew Johnson Memorial Commission was merged into the Raleigh Historic Sites Commission. In 1975, the house was moved from Pullen Park to the Mordecai Square Historic Park where it was restored and was opened to the public in October, 1977.
