It was charged with administering and enforcing provisions of this act, particularly the requirement that those using the title of \"landscape architect\" be registered and certified. The main function of the board, therefore, was to license by examination and reciprocity with similar boards of other states. Unlike some regulatory boards, the North Carolina Board of Landscape Architects was created to regulate the use of a title, rather than the practice of an occupation or profession. Appointed by the governor, the board consisted of five landscape architects who had practiced within the state for a minimum of five years. After completing staggered first terms, appointees would serve thereafter for four years. The board was charged with electing a chairman and vice chairman annually from among its membership. The board was also authorized to hire a secretary and set the salary and length of service for this position. In an effort to reform state regulatory agencies, the General Assembly of 1977 established the Governmental Evaluation Commission, also known as the Sunset Commission. The Board of Landscape Architects was one of many agencies called up for review. The commission concluded that the board should be reestablished, but its composition changed to include lay members who would represent the interests of the public at large. Following the commission's recommendations, the General Assembly of 1979 added two lay members to the board. REFERENCES: S.L., 1969, c. 672. S.L., 1977, c. 712. S.L., 1979, c. 872.
