State Archives of North Carolina"},{"label":"Language","value":["English"]},{"label":"Description","value":"By joint resolution on 23 August 1924, the General Assembly established a committee to cooperate with the Southern Appalachian National Park Committee, appointed earlier that year by the secretary of the interior to investigate possible sites for a national park, including the Great Smoky Mountains.  Consisting of three members appointed by the president of the Senate and five by the speaker of the House of Representatives, the state committee was charged with gathering pertinent data and communicating the state's interests.  Under a  subsequent resolution ratified the same day, the committee was enlarged to include the following ex officio members:  the speaker of the House and the presidents of the University of North Carolina and the North Carolina State College of Agriculture and Engineering.  In December of that year the federal committee recommended that the Blue Ridge Mountains of Virginia and the Great Smoky Mountains should be the next two national parks, on condition that the states and private donors assumed all financial and legal costs of acquiring the land and presented the land in fee simple to the federal government.  In North Carolina a private organization, the Great Smoky Mountains, Inc., was formed to raise money and receive donations of land.  Less than half of the proposed 704,000 acres were in North Carolina, with the rest in  Tennessee.  Congress officially authorized the Shenandoah National Park and the Great Smoky Mountains National Park in May 1926.  These areas were to be established, developed, and administered under the jurisdiction of the secretary of the Department of the Interior and the National Park Service as soon as a significant portion of the land had been deeded to the federal government.  In response to this action, the 1927 General Assembly authorized the issuing of bonds in the amount of two million dollars for purchase of park lands, provided Tennessee contributed the same amount.  The legislature also established the North Carolina Park Commission as a continuation of the 1924 committee, specifying by name eleven members to serve for an unspecified length of time.  The Park Commission was  given full authority over the North Carolina Park Fund, was authorized to acquire title to any lands recommended for inclusion in the national parks system by the secretary of the interior, was empowered to condemn land if necessary, and was to absorb properties and capital held by the Great Smoky Mountains, Inc.  In 1928 the Laura Spelman Rockefeller Memorial gave five million dollars to be matched by gifts from citizens of North Carolina and Tennessee and from the states themselves.  A year later, after the Park Commission had survived a court challenge by the Suncrest Lumber Co., the General Assembly directed the Park Commission to report on the various areas remaining to be purchased within the park area, in the counties of Swain, Jackson, and Haywood.  In 1930 the first portion of the park, about 159,000 acres, was presented to the secretary of the interior by the two governors.  In 1931 the General Assembly specified that terms of members of the Park Commission would expire on 1 January 1933 and that the governor was authorized to appoint successors.  After staggered terms for the first appointees, terms were set at four years.  In 1933 the General Assembly reduced the number of commissioners to five and required the state  auditor and the commission to conduct a full audit and review of all  receipts and expenditures of the commission to date.  By 1938 the Park Commission had completed its land acquisition work in the Great Smokies, with the final funding having been supplied by Congress.  The Great Smoky Mountains National Park was dedicated on Labor Day, 1940, by President Franklin D. Roosevelt.  In 1941 the General Assembly authorized the governor to appoint a  committee to cooperate with the federal government in its continued  program of developing national parks and forests in regions adjacent to the Blue Ridge Parkway.  (Begun in 1933 as a Public Works Administration project, the parkway was built on land and rights of way purchased by the state and administered by the National Park Service.)  This committee was to consist of three persons from each of sixteen counties through  which the parkway passed, and was to elect its own executive committee of three to five members.  The executive committee was to recommend a full-time executive secretary, to be appointed by the governor.  The committee was charged with contacting the relevant federal and state agencies and working with them to formulate a cooperative usage plan that would enable the state and its citizens to receive full economic and social benefits from the operation of federal parks and parkways located within the state.  The Department of Conservation and Development was authorized to enter into agreements in support of that plan with agencies of the federal government and with other state governments contiguous to the Appalachian region.  The act, however, specified that no agreement could be signed until approved by the executive committee.  In 1947, the General Assembly created the North Carolina National Park, Parkway, and Forest Development Commission (NPPFDC).  The new commission merged all previous commissions and committees associated with the development of the Great Smoky Mountains National Park, the Blue Ridge Parkway, and the Pisgah and Nantahala National Forests.  The primary function of the NPPFDC was to coordinate North Carolina's various state agencies, commissions, individuals, and groups with common interests in the lands adjacent to the national parkways, parks, and forests located within the state's boundaries, thereby developing a unified approach to the development of the contiguous regions.  The  commission was required to make biennial reports to the governor and to submit its recommendations to the Department of Conservation and Development and the State Highway and Public Works Commission.  The NPPFDC included seven public members who were appointed by the governor.  These were required to meet residential requirements, such as residing in counties traversed by, adjacent to, or affected by the various national park, parkway, and forest projects.  The commission's ex officio membership consisted of the director of the Department of Conservation and Development and the chairman of the State Highway and  Public Works Commission.  Under the Executive Organization Act of 1971, both the Department of Conservation and Development and the NPPFDC with its own powers and duties were placed under the authority of the newly established Department of Natural and Economic Resources and its cabinet-level secretary.  Two years later this umbrella agency was re-created and reconstituted under the Executive Organization Act of 1973, and the powers and duties of the Department of Conservation and Development and its governing board were absorbed by the Department of Natural and Economic Resources and its secretary.  Under additional provisions of that act, the NPPFDC was changed from a commission to a council  and was assigned to serve in an advisory capacity to the secretary of the Department of Natural and Economic Resources.  The council's duties included the following:  promoting development of the areas near the Great Smoky Mountains National Park, the Blue Ridge Parkway, and the Nantahala and Pisgah National Forests; studying the  area generally designated as the mountain region of the state and  recommending a policy designed to promote the entire area; emphasizing the development of the scenic and recreational resources of the region; encouraging the location of tourist facilities in areas that would optimize the region's resources; and conferring with and advising various federal and state agencies in addition to the Department of Natural and Economic Resources.  The National Park, Parkway, and Forest Development Council was also charged with recommending through its umbrella agency to the Department of Transportation any additional highway connections, approaches, and entrances needed to these federal preserves.  In 1977 the General Assembly transferred the NPPFDC to the  Department of Commerce where its composition and duties remained  virtually the same, except that it would now serve in an advisory  capacity to the secretary of commerce.  In 1989 the General Assembly   passed legislation reorganizing the Department of Commerce as the  Department of Economic and Community Development.
