State Archives of North Carolina"},{"label":"Language","value":["English"]},{"label":"Description","value":"The North Carolina Board of Examiners in Watchmaking and  Repairing was created by the General Assembly of 1967.  As an  independent regulatory agency, the board's purpose was to protect the public from misrepresentation, false advertising, and incompetency in businesses under its purview.  Primary statutory functions of the board involved issuing licenses and enforcing regulations.  The board consisted of five members appointed by the governor for terms of four years.   Members were required to be licensed watchmakers with at least two years of experience within the state.  The 1977 legislature repealed the board's act of creation and made it subject to evaluation by the Governmental Evaluation Commission, also known as the Sunset Commission.  A major purpose of this commission was to determine if the public safety and welfare were being served by various state regulatory agencies.  In its study of the Board of Examiners in Watchmaking and Repairing, the commission concluded that regulation of this business was not necessary to protect the public from potential harm.  As decreed by the 1977 legislature,  the board's repeal became effective 1 July 1979.  Following that date, the board was given the succeeding year as a winding-up period.
