Robert H. Cowan is telling Major W. E. Canady that his Regiment is seriously lacking in commissioned officers. After the reorganization of the regiment, on the April 24, 1862, the returns from the elections were sent in to the Confederate Government as well as the North Carolina government. The Board of Examination found many of the elected officers to be 'incompetent,' and the Governor of North Carolina says they should not be commissioned, but because the Confederate Government still has not responded many 'incompetent officers are still on duty.'"},{"label":"Identifier","value":"PC_25_Lawrence_OBryan_Branch_Papers_18620605"}],"description":"Letter: Col.
