In 1935, the Russell family relocated to Dover, N.C., where his father worked as a rural mail carrier for Craven County, N.C. Gene Russell graduated from Dover High School in 1950, then attended East Carolina College (present-day East Carolina University) in Greenville, N.C. While at East Carolina College, he participated in the college's Air Force Reserve Officers' Training Corps (Air Force ROTC).  During the summer of 1952, Russell attended training at MacDill Air Force Base in Tampa, Florida. He graduated college in 1954 with a bachelor's degree in business education. Since he was not going to pilot training, Russell received a commission in the U.S. Air National Guard in June 1954; he went on active duty in the Active Guard Reserve in November 1954. He was integrated into the U.S. Air Force Reserve in June 1955. In November 1965, Russell was assigned as a Second Lieutenant at Charleston Air Force Base, S.C. After 18 months, he was reassigned to Ernest Harmon Air Force Base in Newfoundland and Labrador, Canada, where he served as an assistant adjunct for Strategic Air Command (SAC) for two years. He then served as assistant adjunct of the 86th Air Division at Lake Charles Air Force Base (later known as Chennault Air Force Base) in Calcasieu Parish, Louisiana, for 14 months. Russell was later assigned to radar maintenance training at Keesler Air Force Base, Mississippi, in 1959. He was at Keesler AFB for six months, although he did not complete the training program. He then served in the administrative division at Westover Air Force Base near Chicopee, Massachusetts, from January 1960 to May 1964. From 1964 to 1967, Russell served as the chief of the Office of Special Investigation at an air station near London, England. In 1967, he received orders to go to serve in Thailand during the Vietnam War. He was assigned to the 355th Tactical Fighter Wing, stationed out of Takhli Royal Thai Air Force Base during his year-long tour of duty. Russell returned to the United States in 1968, and served as the personnel liaison officer for the Foreign Technology Division at Wright-Patterson Air Force Base in Dayton, Ohio. Russell then returned to England, where he served from August 1970 to March 1973. He was next stationed at Arnold Air Force Base near Tullahoma, Tennessee. While at Arnold AFB, Russell served as a records manager at Arnold Engineering Development Center, until he retired from the U.S. Air Force on December 31, 1974. He reached the rank of Major during his military career. After his military service, Russell remained in Tennessee, and would work as a civilian at Arnold Engineering Development Center from 1977 to 1990. After his retirement, Russell moved to Nashville, Tennessee, where he spent a few years volunteering for Nashville CARES, a non-profit organization, during the 1990s.
