State Archives of North Carolina"},{"label":"Language","value":["English"]},{"label":"Description","value":"The forerunner to the Executive Mansion Fine Arts Commission was a committee appointed by Gov. Dan K. Moore in March 1965. The Executive Mansion Fine Arts Committee and its chairman worked closely with Mrs. Jeannelle C. Moore in preparing what would be the basis for the later commission's work. The Executive Mansion Fine Arts Commission was created by the General Assembly of 1967.  The sixteen members of the commission were appointed  by the governor to serve staggered first terms, and four-year terms  thereafter.  The governor also appointed the commission's chairman. The purpose of the commission was to preserve and maintain the Executive Mansion as a structure having historical significance for the state.  The commission was also charged with improving the furnishings of the mansion by encouraging donations and by using art and furnishings of historical value.  It was also directed to recommend major renovations to the Department of Administration and to publicize its activities and accomplishments.  With the assistance of the State Department of Archives and History, the commission was required to maintain a complete list of all gifts and articles received, along with descriptions of their history and value. Under the Executive Organization Act of 1971, the commission along  with the State Department of Archives and History was placed under the  administrative control of the Department of Art, History, and Culture.   The commission was now authorized to accept loans of furniture and other objects, and to expend funds it received in accordance with its stated purposes. The Executive Organization Act of 1973 replaced the Department of Art, Culture, and History with the Department of Cultural Resources.  Now under the administrative control of the secretary of the Department of  Cultural Resources, the commission was re-created and renamed the  Executive Mansion Fine Arts Committee.  Identical in composition and similar in purpose to its predecessor, the committee now served primarily in an advisory capacity to the secretary of the Department of Cultural Resources.  The act also specified that no gifts or articles should be accepted for the Executive Mansion without the approval of the Art  Society or the North Carolina Historical Commission.  The authority to accept gifts for the Executive Mansion without the approval of the aforementioned commissions was returned to the committee by the General Assembly of 1983. By a legislative act of 1987, the Executive Mansion Fine Arts  Committee was empowered to dispose of property held in the Executive Mansion after consultation with the North Carolina Historical Commission and a review committee comprised of one person from the Executive Mansion Fine Arts Committee, appointed by its chairman; one person from the Department of Administration appointed by its secretary; and two  qualified professionals from the Division of Archives and History,  appointed by the secretary of the Department of Cultural Resources.  The  Historical Commission, however, was authorized to make the final decision on the disposition of the property in question.
