State Archives of North Carolina"},{"label":"Language","value":["English"]},{"label":"Description","value":"In 1949 the General Assembly authorized Governor W. Kerr Scott to appoint a five-member body known as the Portland Cement Commission.  The purpose of the commission was to determine the feasibility of establishing a state-owned plant for the manufacture of Portland cement under the auspices of the State Highway and Public Works Commission. The cement commission's enabling act cited the high usage of Portland  cement since 1946, when the state had begun an extensive program of improving state facilities and of constructing and upgrading state highways and roads.  In discharging its duties the cement commission was directed to confer with the State Highway and Public Works Commission, as well as with the Department of Conservation and Development, the State College of Agriculture and Engineering, and various private firms.  Under terms of its enabling act the cement commission was required to file with the governor the results of its investigations and its conclusions.  After holding two public hearings in August of 1949, the Portland  Cement Commission submitted a preliminary report containing the following major recommendations:  that the State Highway and Public Works  Commission employ or contract an investigator to determine the instate availability of a primary component of Portland cement, namely limestone or marl; and that all considerations of plant locations be deferred until exploratory investigations were sufficiently advanced.  In the absence of special funds to implement the recommendations of the Portland Cement Commission, the heads of the State Highway and Public Works Commission and of the departments of Agriculture and Conservation and Development conferred and contributed departmental funds to a joint investigatory project.  This undertaking was led by the Division of  Mineral Resources of the Department of Conservation and Development under the oversight of the state geologist.  In January of 1950 an engineer was hired specifically for the project.  All three agencies further cooperated by making available their respective laboratories  for chemical analyses of samples obtained during the course of  investigations.  The Portland Cement Commission was informed of current developments through periodic conferences, visits to the field, and monthly reports.  In a report submitted to the governor in January of 1951, the Portland Cement Commission concluded that construction of one or more Portland cement plants within the state was feasible and economically  sound and advised that the state encourage the construction of at least one plant.  The report suggested that such plants be financed by private capital from within the state and, if necessary, from outside the state. Should neither type of investment materialize, the commission recommended that the state construct a minimum of one plant for use by the various state agencies.  Additionally, the commission urged the state to  allocate twenty-five thousand dollars for the completion of unfinished engineering work in connection with the location of raw material sources and sites.  Following submission of the commission's final report, the  General Assembly considered a bill continuing the Portland Cement  Commission and committing additional funds to complete the project.
