State Archives of North Carolina"},{"label":"Language","value":["English"]},{"label":"Description","value":"The Merit System Council appoints a person, not a member of the Council to serve as Supervisor of Examinations. His duties are to administer Federal Social Security laws, prepare rules and regulations to govern the program of the Merit System, \"prepare and give examinations for and to all employees and applicants for employment and/or promotions of the agencies or departments affected by this act,\" and to publish rules for employment and examinations. In 1949 the power of appointing the Supervisor was transferred from the Merit System Council to the State Personnel Director, with the Council reserving the right to approve the candidate. The State Personnel Director cooperated with the Merit System in carrying out its rules and regulations in state agencies which were affected.
