State Archives of North Carolina"},{"label":"Language","value":["English"]},{"label":"Description","value":"The North Carolina State Board of Examiners in Optometry was established by the General Assembly of 1909.  As an independent agency, its purpose was to regulate the practice of optometry in the state.  It was charged with examining and licensing practitioners and, when necessary, penalizing those in violation of established rules and regulations.  Any accused practitioner, however, was granted the right to a public hearing and the opportunity to produce testimony in his or her behalf.  Appointed by the governor, the board consisted of five optometrists who held membership in the North Carolina State Optical Society and had engaged in the practice of optometry for a minimum of five years.  After completing initial staggered terms, all members served for five years.  In a legislative act of 1915, the North Carolina State Optical Society was recognized by the new name of North Carolina Optometric Society. The General Assembly of 1935 required that members of the examining board be elected by the society, then commissioned by the governor.  Among all amendments of later decades, a legislative act of 1973 did most to strengthen the powers and duties of the board.  In an effort to reform state regulatory agencies, the General Assembly of 1977 established the Governmental Evaluation Commission, also known as the Sunset Commission.  The North Carolina State Board of Examiners in Optometry was one of many agencies called up for review.  While recommending that the board be continued, the commission advised several legislative changes.  These included limiting tenure of members to two consecutive three-year terms; adding two public members to the board; and giving the governor appointive power for all board members, thereby diminishing the power of the North Carolina Optometric Society.  Following some of these recommendations, the General Assembly of 1981 increased the State Board of Examiners in Optometry by adding two citizens appointed by the governor.  The other five optometric members were also to be appointed by the governor.  Selections were made,  however, from a list provided by the North Carolina Optometric Society.
