He received a B.A. from East Carolina University in 1971. After college graduation, he returned to Washington, N.C. In Washington, Banks worked at the National Spinning Company, a North Carolina textile company, until he was drafted into the U.S. Army in September 1971 for the Vietnam War. Banks served in the U.S. Army during the Vietnam War from September 1971 through September 1974. He reached the rank of E-4 during his military career.  Banks completed basic training at Fort Jackson, South Carolina. After boot camp, he was stationed at Fort Meade, Maryland, where he served with the military police. He served in Vietnam from May 1972 to April 1973, where he was stationed at the U.S. Military Assistance Command, Vietnam (MACV), in Saigon, South Vietnam. While at MACV, Banks had administrative duties and served in the Perimeter Defense Force (PDF). When he returned from Vietnam, Banks completed his military service in G2 military intelligence with the 18th Airborne Corps at Fort Bragg, N.C.
