State Archives of North Carolina"},{"label":"Language","value":["English"]},{"label":"Description","value":"The Memorials Commission for the state of North Carolina was established by the General Assembly of 1941 to review all requests for placing memorials or memorial works of art on state property, or for using state funds to purchase them.  The commission was authorized to deny or approve all such requests and empowered to adopt rules governing its own procedures.  The Memorials Commission was to consist of the following members  who served ex officio:  the governor, the heads of the departments of history and art of the University of North Carolina at Chapel Hill, the head of the Department of Architecture at the North Carolina State College of Agriculture and Engineering, and the secretary of the North Carolina Historical Commission (later replaced administratively by the director of the Department of Archives and History).  Under terms of the commission's enabling act, three members constituted a quorum, and the members were authorized to elect their own officers.  Soon after its establishment in 1941, the Memorials Commission  agreed on the following criteria that must be met before the commission would grant approval to any proposal:  (1) the subject of the memorial or the work of art must be of sufficient historical significance to the state of North Carolina and its people; and (2) the memorial or art must be of highest artistic quality.  The Memorials Commission continued to meet on an irregular basis  until April of 1965 when it ceased to function.  During the course of its tenure of almost twenty-five years, the commission acted no more than six or seven times, primarily on requests to place memorials on Union (Capitol) Square in Raleigh.  The commission approved only one proposal-- a bronze sculpture commemorating three U.S. presidents with North  Carolina origins.  Sponsored by the General Assembly, the work was sculpted by Charles Keck and unveiled on 19 October 1948 by President Harry S. Truman.  REFERENCES:  P.L., 1941, c. 341.  State Memorials Commission.
