He was one of twelve children raised on a farm in Person County, N.C. Epps is a member of the Sappony Native American tribe, and attended Person County's High Plains Indian School until the school was closed in 1962. He completed his high school education at Bethel Hill High School in Roxboro, N.C., graduating in 1964. Following graduation, Epps worked for an aluminum siding company until he was drafted into the U.S. Army in February 1966. He served in the U.S. Army from February 1966 to February 1968 during the Vietnam War.  Epps completed basic training at Fort Jackson, S.C., and Advanced Individual Training (AIT) at Fort Polk, Louisiana, during the spring of 1966. He was deployed to Vietnam in July 1966, where he was initially assigned to the 1st Cavalry Division, U.S. Army. Epps was injured in September 1966, and sent to Japan for medical treatment. In December 1966, he returned to Vietnam, serving with the 199th Light Infantry Brigade until July 1967. Returning to the United States, he was stationed at Fort Carson Army Base, Colorado, from August 1967 until his discharge in February 1968. Epps reached the rank of Sergeant during his military service, and received the Purple Heart for his actions in the Vietnam War.  After his military service, Epps returned to working for the aluminum siding company that he was at before his military service. Later, he moved to Richmond, Virginia, to work for a tractor supply company. Epps moved back to Person County, N.C., in 1988, and worked for the Eaton Corporation in Roxboro, N.C. At the time the interview, Epps was living in Person County, N.C., and working in Oxford, N.C.
