Thomas Jefferson of Virginia, the council of Maryland, Col. Thomas Polk of Charlotte and other commissary officials, and Generals William Smallwood of Maryland, William Davidson, Allen Jones, Daniel Morgan, Edward Stevens of Virginia, Nathanael Greene, and Lord Cornwallis. Subjects include provisions for the North Carolina, Virginia, and Maryland troops; Col. Thomas Polk as state commissary general; \"banditti\" seizing property of alleged loyalists; movements of the British and loyalists in South Carolina, North Carolina, and Virginia; battles of Camden and Kings Mountain; exchange of and treatment of prisoners; authority of the Board of War; desire by Gates for official inquiry into his defeat at Camden; and his replacement by Gen. Nathanael Greene.
