State Archives of North Carolina"},{"label":"Language","value":["English"]},{"label":"Description","value":"The State Board of Alcoholic Control was created by a legislative act of 1937.  Appointed by the governor, the board consisted of a  chairman and two associate members.  The primary purpose of the board was to establish a system of control over beverages whose alcoholic  content exceeded twenty-one percent.  Duties included regulation of the manufacture, sale, and distribution of those beverages.  Under this act, no county could sell whiskey without approval of its voter majority. Wherever the sale of liquor was legalized, local boards and alcoholic beverage control stores were established under governance of the state board.  By legislative acts of 1939, 1945, and 1949, the board also  obtained regulatory powers over wine, beer, and malt beverages.  The Executive Organization Act of 1971 permitted the board to retain full statutory powers, but placed it under the Department of Commerce for administrative purposes.  In 1977 the board's Enforcement Division was transferred to the Department of Crime Control and Public Safety. In 1981 the General Assembly ratified an act which changed the name of the board to the North Carolina Alcoholic Beverage Control Commission and revised the laws governing it.  The commission remained under the Department of Commerce until the 1989 legislature abolished the department and transferred its responsibilities, including the commission, to the newly created Department of Economic and Community Development.
