State Archives of North Carolina"},{"label":"Language","value":["English"]},{"label":"Description","value":"State planning of a comprehensive nature was first introduced in North Carolina when Governor John C. B. Ehringhaus established the State Planning Board in January of 1935.  Initially the board was  created in response to recommendations made by the National Resources Board under the chairmanship of the secretary of the Department of  Interior.  In naming the original board, Governor Ehringhaus followed the suggestions of federal officials and appointed five heads of state agencies plus four citizens at large.  As an advisory body, the board operated directly under the authority of the governor.  When federal officials wanted the State Planning Board to acquire statutory authority, the General Assembly responded on 11 May 1935 with a law granting the board legislative recognition.  Under terms of its enabling act, the State Planning Board consisted of an unspecified number of gubernatorial appointees and was authorized to conduct investigations and compile data on all matters referred to it by the governor and state agencies. The board was also given broad authority to conduct research on public projects deemed within the scope of state and federal agencies and  potentially eligible for public funding.  In 1937 the General Assembly provided for continuation of the State Planning Board and its ongoing relationship with other agencies, including the successor to the National Resources Board, the National Resources Committee.  Membership of the State Planning Board was constituted as follows:  the director of the Department of Conservation and Development and four other members chosen from among state officials or heads of departments or boards; at least one representative from the University of North Carolina; and three members from the public at large. The board's chairman was designated by the governor and its secretary elected by the board from among the membership.  The powers of the board were widened to include the study of any areas relating to the development of the state with regard to its material and human resources, the adoption of an educational program, and the publication of plans and recommendations.  The board also was to cooperate with other state, federal, regional, county, or municipal agencies; to offer advice and information in the area of state planning to the legislature, and state, county, and municipal offices; and to prepare and submit legislative  drafts for carrying out recommended plans.  The revised law required all public boards and officials to furnish any information requested by the State Planning Board.  Under a managing director, the State Planning Board formulated policies based on its statutory authority.  The board saw itself as a coordinator and attempted to stimulate other state agencies and encourage the establishment of local planning boards.  Subject to staff  limitations, the State Planning Board assisted local communities in establishing such boards and supported their activities through visitation, consultation, and provision of an information clearinghouse. The board also provided research aids, including a series of basic county and municipal statistical data sheets with comparative rankings.  To accomplish more detailed planning in selected fields, the State Planning Board established three subsidiary agencies:  the Committee on Industrial Development; the Resource Use Commission, which was set up to correlate the use of natural and human resources; and the Committee on Services for Children and Youth, which consisted of representatives of public and private agencies involved with child care and youth services and was organized for the purpose of improving and better integrating  available services.  In the absence of operating funds and federal assistance, the State Planning Board was inactive from 1939 to early 1943.  In March of 1943 the legislature authorized the governor and Council of State to finance the board from the Contingency and Emergency Fund.  In 1944 Governor J. Melville Broughton announced that the board would continue to  coordinate the efforts of counties and municipalities with respect to planning for postwar growth and economic development.  While the State Planning Board received continued financing in 1945 from the Contingency and Emergency Fund, there emerged a growing opposition to the board's involvement in comprehensive planning.  Opponents in state government alleged that the work of the State Planning Board was a duplication of executive fiscal planning efforts and the work of other state agencies. In 1947 the Advisory Budget Commission, by a unanimous vote, recommended that no funds be granted to the board.
