Mansfield was born in November 1947 in Alamance County, N.C., where his father worked at Glencoe Mill. During the early 1950s, the Mansfield family relocated to Caswell County, N.C. Mansfield attended Bartlett Yancey High School in Yanceyville, N.C. During his teenage years, he worked on a farm in Caswell County. Later, he worked at a textile mill until he enlisted in the U.S. Army on December 12, 1967, during the Vietnam War. Mansfield completed his basic training at Fort Bragg, N.C., in January 1968. He was assigned to Advanced Individual Training at Fort Eustis near Newport News, Virginia, where he trained as a mechanic for Sikorsky CH-54 Tarhe helicopters. Mansfield was sent to Korea in July 1968, where he was stationed in Pyeongtaek, South Korea. In South Korea, he served with the 8th Army, first as a helicopter mechanic, then as a sergeant in the Motor Pool. Mansfield returned to the United States in August 1969. He was discharged from active service in the U.S. Army at Fort Lewis, Washington. He reached the rank of Sergeant (E-5) during his military career.  After his military service, Mansfield worked for Burlington Industries in Alamance County, N.C; a cigarette factory in Reedsville, N.C.; and as a mechanic. He would marry in March 1970.
