Umstead on June 15, 1953. Its function was to promote, conduct, and participate in the celebration of the fiftieth anniversary of  the first airplane flight. It was also authorized and empowered to acquire title in the name of the State of North Carolina to any lands in the vicinity  of Kill Devil Hill National Memorial.
