When he was 10 years old, Tracy's family relocated to Lancaster, Wisconsin. While in high school, Tracy signed up for the U.S. Marine Corps' delayed entry program. However, after a conversation with a U.S. Air Force recruiter, Tracy chose to transfer to the Air Force. He graduated from high school in the spring of 1965. After graduation, Tracy was inducted into the U.S. Air Force in Des Moines, Iowa, in August 1965. Tracy completed his basic training at Lackland Air Force Base in San Antonio, Texas. He completed his advanced technical training at Sheppard Air Force Base in Wichita County, Texas. He then served with the 779th Troop Carrier Squadron at Pope Air Force Base in Fayetteville, N.C. Tracy received field training at Pope, then served as a crew chief of a C-130 aircraft. In December 1966, Tracy deployed to Taiwan for a tour of duty during the Vietnam War.  Tracy was stationed at Ching Chuan Kang Air Base in Taiwan; but, completed temporary duty assignments at Cam Ranh Air Base and Tuy Hoa Air Base in South Vietnam. He returned to the United States in January 1968, and was stationed at Pope Air Force Base for the remainder of his military service. Tracy was honorably discharged from the U.S. Air Force in January 1969, having reached the rank of Sergeant (E-4) during his military career. After his military career, Tracy moved to Blanch, N.C., and worked for Commodore Homes. He married Joy Esther Willis on November 15, 1969, in Danville, Virginia. In 1971, Tracy began his career at a farm equipment company.
