Parker Jr. was born on February 22, 1939, in Greenville, N.C., to Norman T. and Ella Fleming Parker. He was raised in Edgecombe County, N.C, where he attended South Edgecombe High School. Following high school graduation, Parker attended North Carolina State University for one year, before enlisting in the U.S. Air Force in 1958. He entered the Aviation Cadet Training Program, completing his Pre-Flight Training at Lackland Air Force Base in San Antonio, Texas. Parker finished his navigator training at Harlingen, Texas. He graduated from the Aviation Cadet Program, and was commissioned as a U.S. Air Force second lieutenant on August 5, 1959. In the fall of 1959, Parker was sent for advanced navigator bombardier training at Mather Air Force Base in Sacramento, California. He was then assigned to a U.S. Air Force base in Massachusetts. While he was in Massachusetts, Parker served with an air refueling squadron on missions out of Newfoundland, Greenland, and Spain. In 1965, Parker was transferred to the 913th Air Refueling Squadron, based out of Barksdale Air Force Base, Louisiana. The squadron provided Boeing KC-135 Stratotanker aircraft and aircrews to support the Vietnam War.  Parker served four short tours of duty with the 913th Air Refueling Squadron in Southeast Asia from 1965 to 1969. During his first two tours, Parker was stationed in Okinawa, Japan, and flew missions over the South China Sea and Vietnam. During his final two tours, Parker was stationed in Thailand. He flew approximately 150 missions and logged 600 hours of combat time during his service in the Vietnam War. After his service with the 913th Air Refueling Squadron, Parker was stationed at Eielson Air Force Base near Fairbanks, Alaska, where he flew reconnaissance missions in the Boeing RC-135. He was then transferred to the 1st Airborne Command and Control Squadron at Andrews Air Force Base in Prince George's County, Maryland, where he flew the National Emergency Airborne Command Post. When his squadron was reassigned to Offutt Air Force Base, Nebraska, Parker was transferred to the 2nd Bombardment Squadron at Barksdale Air Force Base, where he was head of the training flight of a Boeing KC-135 Stratotanker squadron for his final two years of military service. Parker retired from the U.S. Air Force on September 1, 1978. He reached the rank of Major during his military career. Parker married Elaine Williams on November 12, 1966, in Fairfax, Virginia.
