His father was in the U.S. Marine Corps, and served in World War II. When Leroy Werley III was less than a year old, his father left active duty and moved the family to Baltimore, Maryland, where he worked as a pharmacist.  At the beginning of the Korean War, Leroy Werley II enlisted in the U.S. Air Force; and the Werleys moved to San Antonio, Texas, so he could train at Lackland Air Force Base. The Werley family moved frequently during the following decade as his father served as a U.S. Air Force pharmacist. The Werley family would eventually move to Wheaton, Maryland. Leroy Werley III graduated from high school in Wheaton in 1963. After high school, he attended the University of Maryland, College Park, until he enlisted in the U.S. Coast Guard in February 1966. Werley III completed basic training at the U.S. Coast Guard Training Center in Cape May, New Jersey. He was then assigned to the USCGC Mackinaw (WAGB-83), a 290-foot vessel specifically designed for ice breaking duties on the Great Lakes. The Mackinaw was based out of Michigan. Werley then attended electronics school for six months in Groton, Connecticut, then went on to attend aviation electronics school at the U.S. Coast Guard base in Elizabeth City, N.C. Werley was stationed for some time at the U.S. Naval Station Guantanamo Bay, Cuba, in 1966. With the completion of his training, Werley was stationed in St. Petersburg, Florida, where he primarily participated in search and rescue missions. He remained in Florida for two years, until he was discharged from the U.S. Coast Guard in February 1970. Werley reached the rank of E-5 during his military service.  After his service in the Coast Guard, Werley attended the University of North Carolina at Chapel Hill, graduating with a bachelor's degree in pharmacy in 1974. He worked as a pharmacist in Fairfax County, Virginia, until he returned to North Carolina to work in 1976.
