Lists the reasons not to vote for Mr Cardwell: his opposition to Mr GO Trevelyan's motion to abolish 380 useless Honorary Colonels,' maintaining abuses which make the British Army a vast system of outdoor relief to idle aristocracy'; his resistance to amending Martial Law that treats soldiers as serfs, causing more than 8,000 desertions per year; his maintenance of 'scandalous' War Office system that supports one Commissioned Officer for every 14 rank and file at a cost of £15m, compared to the £5m cost of maintaining all the paupers in Great Britain because War Office regulations forbid 93% of soldiers to marry, leading them to prey upon and desert young women; because the abolition of purchase in the Army and repeal of 40th clause of Mutiny Act are 'surrounded by other clauses and conditions which render them a farce and an insult to moral sense of masses'.  'Therefore I cannot vote for Mr Caldwell. On the other hand Mr Hall belongs to a party who have always opposed the true interests of the masses. Sir W V Harcourt has on several occasions shown a disposition to do justice to the people. I shall therefore Plump for Harcourt.
