Contagious Diseases Acts, Women.  Addresses the Men and Women of Birmingham, stating that 'whatever corrupts the morals of the community and has been embodied in a Law, cannot be unfit for both Men and Women to know and denounce'.  Says the Acts encourage vice, are cruel and oppressive to poor and defenceless.  Where they are in force women are at mercy of plain clothes POLICE SPIES.  Woman are compelled to undergo frequent, indecent, personal examination by state doctors, or risk imprisonment.  More than 100,000 'revolting outrages' had been enforced up to the end of 1870 and more than 86,000 on women pronounced healthy.  A Royal Commission had found the examinations not proved to be efficacious and that they should be discontinued on moral grounds. 1,272 petitions bearing over a million signatures have 'attested to Parliament the grief and disgust of the people to these Acts'.
