States Acts were 'smuggled ' through parliament and are now operating in 18 military places and ports. Danger principle will be applied to whole country.  Poor, defenceless women at mercy of plain clothes military police forced to sign submissions and registered as common prostitutes. Subjected to shameful and cruel examinations, imprisonment with hard labour.  Acts have failed in their purpose to halt spread of disease in army and encourage vice.  If not repealed could bring ruin on nation, as has happened in France.  Warns against Mr Bruce's Bill that professed to repeal Acts but proposed establishment of unjust system of detaining women. Appeals to 'Christians!
