Reasons in Favour of, by the 'City of London Committee for Repeal of The Contagious Diseases Acts'. House of Commons Session 1888.  Reasons in support of motion by Mr. Walter McLaren.  'Notice of Motion: to call attention to the existence and working of the Contagious Diseases Act and of the Cantonment Acts in India; and to move that, in the opinion of this House, any mere suspension of measures for the compulsory examination of women, and for licensing and regulating prostitution in India, is insufficient, and the legislation which enjoins, authorises, or permits such measures ought to be repealed'. List reasons including that Acts repealed in Great Britain and Ireland; money to support system of state-regulated vice withdrawn from almost all Crown Colonies of Empire; similar systems recently repealed in Italy and Denmark; experience shows that that which is morally unsound can never be physically beneficial; incidence of diseased men has increased; servicemen spread disease when they return home; Indian authorities are considering extending system to populous areas; licensing women to be prostitutes leads to gross abuses; it is degrading for British Officers to have to administer brothels - a punishable offence in England; young women are being procured; the British authorities are shocking the natives; 301 missionaries from 40 Christian societies in India (listed) have signed a petition; and it is contradictory to maintain chaplains and prostitutes for the same regiments- parliament cannot support both.
