The writer counters that any benefit has been very limited, and that the Act demoralizes society and exposes the innocent to cruelty, especially in India where women 'never complain'.  The Government fails to reply to other points in the petition such as why the Act is in force in Bombay when Great Britain has got rid of it, and why Indian youth are 'thrice accursed' with monopolized liquor, 'free' literature and the 'loathsome CD Act'.
