The idea of the Chamber of Commerce was conceived and executed by a group of business men to promote the area's products. The founding officers were Maj. Edward W. Jones, William W. Workman, Col. Harrison G. Otis, Samuel B. Lewis, J.I. Redick and Thomas A. Lewis. To attract Midwestern farmers to Los Angeles, the chamber undertook an expedition called “California on Wheels.” and visited towns in the Midwest and South with a railroad car outfitted with agricultural products. Frank Wiggins planned the idea to feature California agricultural products at national and international exhibitions.
