Its twelve story building was designed by architect Albert C. Martin Sr. and William Lee Woollett in 1918. Originally, the building housed offices of the Edison Company and the Municipal Water Department (the predecessor of the Los Angeles Department of Water and Power). It was known that the Head of the Municipal Water Department, William Mulholland, occupied the top floor for his office. The famous exterior facade reflected a Churrigueresque style used in Spanish colonial architecture.
