A Roman Catholic who built cooperative relationships with church leaders, she founded the diocesan chapter of the National Council of Catholic Women in 1924. She led the Los Angeles Civil Service Commission from 1927 to 1928 and helped establish local chapters of the League of Women Voters and the National Conference of Christians and Jews. She also became the first woman to join the Municipal League, a civic watchdog group. The defense of the civil and religious rights of Catholics in the United States is in itself a tremendous task, yet I do not hesitate to say that if we confine ourselves to mere defensive action we will indeed make but little progress.       It was the great Generalissimo, Marshal Foch, who said during the late war that the army which is al-ways on the defensive is already beaten.
