Cantwell, Archbishop of Los Angeles.         This legislation is Proposition 11 (Fair Employment Practices Act) an initiative measure which declares as State policy that all persons have the right of equal opportunity to secure employment, irrespective of race, religion, color, national origin or ancestry.         A studied and well organized attempt has been launched to defeat this measure, placed on the ballot by the signatures of over 180,000 Californians, by the baseless charge that its only support comes from communists.         So Catholic women of Los Angeles may become acquainted with the principles of Proposition 11, the Women's Fair Employment Practice Committee of the Catholic Interracial Council is sponsoring a luncheon on Tuesday, October 8, at the Mayfair Hotel, 1256 West 7th St., at which Rev. Geroge H. Dunne, S.
