Memminger replies that it is a complex issue and the Confederate government \"so far from being able to Help you, it needs all your Money and Portable Property.\" During the war the Confederate government had numerous economic issues such as severe inflation. One attempted remedy of this included the hoarding of cotton to backup currency.
